Japanese extreme rightists plan conspiracy to bother co-host of Japan and Korea for 2002 World Cup. Their leader, Murakami and Hanaco, Japan's best sniper, are sent to Seoul to carry out their mission but their clumsy personality makes continuous mistakes and also a shortage of operational funds causes them to face difficulty. Meanwhile, Korean agent Hwangbo and Gapdu are sent to fight against Murakami and Hanaco. At fisrt, Korean agents seem to be controlled by them but as they get clues, finally two teams face to each other at the center of the city.
